Job positions must have fixed number of years of employment, cannot be life employment when people must gradually lazy, corrupt, take bribes, abuse power,  non-perform, if need to run for reelection, they must continue to perform to get reelected. No default councilors like EC, they no need working and  perform and can decide who are eligible to run for councilors (using their personal liking, same political color, to grant approval & endorse contenders to run for councilors, then resulting in no opposition democrats councilors, hence all councilors collude with Govt to get Govt top jobs, increase councilors salaries, not put hearts on Hk issues, just rely on Councilors Assistants to browse on webs then speak out in Council meetings, not deep, valid, realistic & feasible opinions, their comments are superficial , they are paid big salaries and their office & staff money allocation, high payout for 90 Legco councilors and 18 districts' hundreds of District Councilors salaries and their office expenditures, cause  Govt billions dollars payout a year, but no solid contribution and no help to HK). Must let anyone who has good character, abilities, honest, good moral, have time, heart and goodwill to work for society to run for councilors, be LegCo or District. Voted by countrymen in their electorate. Then they must be responsible for making their electorate good and satisfactory, their voters satisfied, they must go out to streets and check constantly, eg mosquitos, rats, plagues, cleanliness, neat and in order, and ask Govt to improve eg logistics, environment, facilities whether enough or govt dept look after them well. In normal days, contenders for councilors must have good names and be good citizens to help HK so that citizens know them well to vote them. Those no such good impressions to run must get little votes. Not met minimum votes found out after election, they must pay compensation money to Govt to give them service to run. Then discourage those people from running for councilors without confidence to win. No more endorsed by EC to run councilors. Past councilor election law & legislation before security law era to run for Councilors have this penalty. Very efficient to exclude non confidence contenders
